ESCONDIDO CITY COUNCIL TO HEAR HUMANE SOCIETY’S PLANS

Escondido, CA--May 1, 2002- Tonight at 7:30 the Escondido City Council will consider the Escondido Humane Society’s plans to build a state of the art humane society on seven acres of city owned land on East Valley Parkway.  The phase one building was approved by the City Planning Commission on April 9.

The City Council will hear requests on three issues tonight. The Preliminary Development Plan for the entire 84,400 sq. ft. project, a Master and Precise Development Plan for the 15,000 square foot phase one building and a zone change from Residential Agricultural to Residential Planned Development.

A proposed off-site improvement of the land, also to be discussed, is an existing dirt road to be paved and widened to 24 feet.  In all, pre-construction costs will total over $1.6 million. EHS Executive Director Phil Morgan says, “Tonight, I’ll ask that the City of Escondido invest the money necessary to make their site ready to build on.  By taking on some of the pre-construction costs, the City will allow us to move forward with our project and reopen our shelter this winter.”

The City Council will meet again next Wednesday for a second reading of the humane society plans.  If all motions are approved, master plans will be approved in early June.  At that time, the humane society will sign a lease with the City of Escondido.
